shipments from China??

I had a friend that ordered e-cigs directly from China; but his shipment has been held up in US-Customs/FDA for several months.

how can I make sure that this does not happen to my future order?

how can he get his products out of US-Cusoms/FDA? is there anything to present to FDA inspector to convince them that they do not need to confiscate the e-cigs?
